Description
Early Childhood Special Education (ECSE) is individually determined special education and related services and supports for children ages 3 to Kindergarten entrance.
Eligibility for these services may have started with a referral through the Help Me Grow Minnesota referral system. After receiving a referral, a district may recommend screening or an evaluation in order to determine whether the child is eligible for and in need of early childhood special education services.
These services are provided by licensed district personnel including early childhood special education teachers, low incidence specialists, and other related service providers. Early childhood special education services may be provided within a school-based setting, community settings, or the child's home. The type and location of services are determined on an individual basis.

Eligibility
Eligibility is limited to children ages 3 through age 5 who are determined to meet state eligibility criteria, which includes an educational need for services resulting from the child's disability.

After a referral is made through the Help Me Grow Minnesota referral system, the child's resident school district will contact the family to determine next steps which may include screening or an evaluation to determine if a child is eligible for and in need of special education and related services.
